China's new micro-drama rule sets licensing, not wage, floors

The figure or the record

China's National Radio and Television Administration issued Order No. 16, the '微短剧发展管理办法' (Measures for the Development and Administration of Micro Short Dramas — read here in the original Chinese), posted on 31 July 2026 after adoption at a bureau meeting on 27 July, signed by administration head Cao Shumin on 30 July, and effective from 1 September 2026. The order is a licensing and content-governance measure, not a wage-and-hours rule: production of the highest-tier ('第一类') micro-dramas requires filing with provincial or national broadcasting authorities, and only a company holding a Radio and Television Programme Production and Business Licence, or a licensed broadcast unit, may apply.

What the documents establish

Two labour-adjacent provisions stand out. Article 27 requires that screenwriter and director credits be placed prominently in the opening of the first episode or the closing credits of the last — a legally mandated professional-recognition rule, not a pay rule. Article 42 requires broadcasting authorities and industry bodies such as the Netcasting Services Association to organise training for micro-drama 'practitioners' (从业人员), and separately requires production, promotion and broadcast units to train their own staff. The earlier public-comment draft, posted 24 June 2026, carried the same licensing and credit structure, showing these provisions were stable through the consultation period rather than added at the last moment.

Scope and caveats

This is a content and market-entry regulation: it says who may commission and license a production and how credits and training must be handled, but nothing about day rates, contract minimums, working hours or on-set conditions for actors and crew. Reading it as a labour-standards document would overstate what it does. Its practical labour effect is indirect — by requiring a licensed production entity for the highest-tier titles, it pushes casual or unlicensed micro-drama shoots toward formal companies that are, at least nominally, accountable for staff training and credited work.

What to watch

Editorially, the gap worth watching is whether any follow-on rule from the Administration or an industry association fills in actual labour standards — pay, hours, minors' protections on set — that Order No. 16 leaves untouched.

• Does a follow-on notice or association guideline set actual wage or hour standards for micro-drama cast and crew?
• How is the practitioner-training requirement in Article 42 actually delivered, and by whom, at scale?
• Does licensing concentrate production in fewer, larger companies, and what does that do to freelance crew bargaining power?

Order No. 16 regulates who may make a micro-drama and how it must be credited and reviewed; it leaves the price of the people making it to a market this record does not describe.
