State tourism tie-ins reached micro-drama before firm data did

CNNIC's national survey names three microdrama-tourism programmes without dating their launch or funding.

The figure or the record

The China Internet Network Information Center's 55th Statistical Report on China's Internet Development, published 17 January 2025 and covering data through December 2024, states that micro-drama's user base reached 662 million people by that month, a 59.7 per cent penetration rate among China's internet users. In the same passage the report names three state-linked programmes it says successively launched during that period: Travel Following Micro-dramas, Seeing China Through Micro-dramas and Seeing Brands Through Micro-dramas, framed as building what it calls a co-growing, open and inclusive micro-drama industry ecosystem.

What the documents establish

A separate document, the China Netcasting Services Association's 2025 micro-drama industry white paper findings release, published 11 November 2025, names the umbrella policy: NRTA's micro-drama+ action plan, which it says matured pairings between micro-drama and tourism, sport, brand, intangible cultural heritage, rule-of-law education, science popularisation and literary classics. Read together, the statistical report supplies a measured outcome, a user count and a named list of tourism-linked programmes, while the white paper supplies the policy architecture those programmes sit inside. Neither document is the original launch notice for Travel Following Micro-dramas; the CNNIC report describes it as already under way within a full-year survey, and the white paper describes the umbrella plan retrospectively, nearly two years after the programmes CNNIC names.

Scope and caveats

What is measured here is a self-reported internet-use survey and an industry association's own account of a state initiative it operates alongside; neither is the regulator's founding notice, and this account could not open that notice directly. Nothing in either document states how the tourism-linked programmes were funded, how many titles they produced, or what success looks like against a production target, only that they exist and that the surveyed user base grew across the same year. The 662 million figure is a users-of-the-category count, not a count of viewers of the tourism-themed titles specifically, and should not be read as evidence that the tie-in programmes themselves drove the growth.

What to watch

Editorially, the useful next document would be a title-level count from either NRTA or a provincial tourism board showing how many micro-dramas were produced under the named programmes and how that supply compares with the destinations' own visitor data, since the current record shows only that a policy exists and that the category grew alongside it.

  • Does a follow-up CNNIC or NRTA report break out tourism-tagged titles from the general micro-drama user count?
  • Is there a public funding or subsidy figure attached to Travel Following Micro-dramas specifically?
  • Do destination-level tourism statistics move differently in regions that hosted a named production than in regions that did not?

The pairing of micro-drama with state tourism promotion is documented, named and dated to a reporting period, but the causal claim, that the pairing drove measurable travel demand, is not something either source states, and a reader should not borrow it from the industry's own enthusiasm about its ecosystem.
